Can you clarify your question a little? I see a reference to a contractor in history, but I see no indication of a sub-contractor (to appear) in the header. So when you say "... when the normal work of low voltage, they speak?
A main contractor is unable or unwilling to meet that certain work is commissioned to do the will to use subcontractors to do the work. For example, in May, and you hire a general contractor and electrical suppliers only electrical work. Normally there is no contractual relationship between the owner and the subcontractor. The owner has a relationship with the prime contractor and prime contractor to the subcontractor.
I do not know why (and how) the owner of the contractor as a change is to taste. Normally, a change, a change in the application of the owner and he or she should pay.
FYI, I am not a lawyer, a person with experience in construction.
